ABSTRACT
The study investigated access and utilization of Library Development Intervention of TETFund
for effective service delivery by public university libraries in North East, Nigeria. Five research
questions guided the study. The study adopted descriptive survey. Questionnaire and interview
were used as instrument to gather data for the study. The questionnaires were distributed to
107 respondents out of which 91 representing 91% were returned valid for data analysis. The
data collected were analyzed using descriptive statistics of mean ( X __ ) and standard deviation
(SD) Findings revealed that the focus area of TETFund Library Development Intervention
(LDI) is on the establishment of viable E-virtual library. Findings also revealed that TETFund
LDI has contributed to library development and effective service delivery. Challenges
associated with access and utilization of TETFund LDI include administrative bottlenecks,
inability to inspected completed projects which is a condition for accessing subsequent ones
and delay in release of allocation. Prompt release of funds and establishment of zonal offices
of TETFund to bring it closer to beneficiaries were recommended as strategies to be adopted
in addressing the challenges.
